EPA issued a ROD on September 23, 1985 (PB86-134004), documenting the selected211u001eremedial actions for the Site. EPA issued the Supplemental ROD on September 28, 211u001e1990 (PB91-921418). The Supplemental ROD included an evaluation of alternatives 211u001efor treatment and disposal of the leachate collected from the Site. These 211u001ealternatives consisted of: treatment at the Beacon Falls Publicly Owned Treatment 211u001eWorks (POTW), treatment at the Naugatuck POTW, trucking the leachate off Site for 211u001etreatment, and treatment on Site. As a direct result of events that developed 211u001eafter the completion of the ROD and the Supplemental ROD, decisions were made to 211u001echange the selected location for leachate treatment, to modify the RCRA cap 211u001edesign, and to require the construction of compensatory wetlands.
