Technology has changed the face of local economic development. The change has been so rapid that many small rural and central city communities are unable to keep pace. This book, State of the Art Practices in Economic Development for the 21st Century, and the 1999 National Forum on Economic Development are part of the Economic Development Administration's (EDA) ongoing commitment to bringing the latest in strategies to those communities struggling to become part of the world-wide technology revolution. EDA has served the Nation's most distressed rural and urban communities since 1965. The effectiveness of EDA has been thoroughly documented in studies of the agency's core programs, including the public works and defense conversion programs.
