Customs Service Modernization. Serious Management and Technical Weaknesses Must211 Be Corrected

This report responds to your requests that we review the U.S. Customs Service's211u001emanagement of the Automated Commercial Environment (ACE), including whether 211u001eCustoms has adequately justified ACE cost-effectiveness. Customs plans to spend 211u001eover $1 billion on ACE, which is planned to support modernized import processing. 211u001eWe found that Customs' is not managing ACE effectively and it does not have a 211u001efirm basis for concluding that ACE is cost-effective. Accordingly, we are making 211u001erecommendations to the Commissioner of Customs for strengthening the management 211u001eand technical weaknesses we identified.
