This report focuses on Custom's Automated Commercial Environment, better known as211u001eACE. Through ACE, Customs intends to implement much needed improvements in the 211u001eway it currently enforces import trade laws and regulations and assesses and 211u001ecollects import duties, taxes, and fees, which total $22 billion annually. The 211u001eneed to leverage information technology to improve the way that Customs does 211u001ebusiness in the import arena is undeniable. Customs' existing import processes 211u001eand supporting systems are simply not responsive to the business needs of either 211u001eCustoms or the trade community, whose members collectively import about $1 211u001etrillion in gods annually. These existing processes and systems are paper-211u001eintensive, error-prone, and transaction-based, and they are out of step with the 211u001ejust-in-time inventory practices used by the trade. Recognizing this, the 211u001eCongress enacted the Customs Modernization and Informed Compliance Act, or 'Mod' 211u001eAct, to define legislative requirements for improving import processing through 211u001ean automated system.
