This report presents the findings of the Zambian country study undertaken as part of a two country project called Analyzing the process of health sector reform in South Africa and Zambia (also known as the SAZA project). The report presents an analysis of the experience of health care finance reform in Zambia from 1990-1999, beginning with the period immediately preceding the multiparty elections in 1991.
