As the designated Office of Management and Budget Circular A16 lead agency for topographic elevation data, the U.S. Geological Survey (USGS), through the National Geospatial Program, has developed and adopted this specification as the base specification for the National interagency 3D Elevation Program (3DEP). This specification, developed with input from a broad coalition of Federal, state, and industry light detection and ranging (lidar) interests, also may serve, in whole or in part, as the foundation for many other lidar specifications. Overall movement throughout the industry toward more consistent practices in the collection, handling, processing, documentation, and delivery of lidar point cloud data will allow the technology and data to become more useful to a broader user base, and thereby benefit the Nation as a whole.
