In the beginning of December 1999 the south of Sweden was exposed to a storm. The biggest problems were related to the electricity area and the telecommunication area. There were various demands of municipal activities. This study focuses on local command and control and describes experiences supplied by involved actors. In some municipalities the command and control group was acting, according to the planning of command and control, mainly following the course of events through contacts with involved parts of the municipal organization. The event was mainly managed according to ordinary principles of responsibility. The needs of information grew fast, which demanded that activities were decided by the municipal command. In a dramatic situation like this the municipal command has to receive rapid, correct and easy to understand information from the operational units in order to act and to provide for the needs of information to the public.
