Proposed Guadalupe-Nipomo Dunes National Wildlife Refuge: Finding of NoSignificant Impact, Land Protection Plan and Conceptual Management Plan: San Luis Obispo and Santa Barbara Counties, California

The Environmental Assessment (EA) describes three alternatives including the noaction alternative and the affected environment, and evaluates the effects of implementing the alternatives. Under Alternative A (no action alternative), the U.S. Fish and Wildlife Service (Service) would not establish a national wildlife refuge and no Service refuge program would exist at the Guadalupe-Nipomo Dunes Complex. Some wildlife habitats would continue to be protected through the existing land-use and regulatory controls administered by agencies such as the California Department of Parks and Recreation, the California State Coastal Conservancy, The Nature Conservancy, the Land Conservancy of San Luis Obispo County, and other local and private entities. Under Alternative B, the Service would establish a 2,4553-acre boundary for the Guadalupe-Nipomo Dunes National Wildlife Refuge (Refuge). Under this alternative, the Service would acquire the Mobil Coastal Preserve through the donation of fee title from the Nature Conservancy. Under Alternative C, the Service would establish an 8,900-acre boundary for the Guadalupe-Nipomo Dunes National Wildlife Refuge. The 2,553-acre Mobil Coastal Preserve would be included in the boundary in addition to the Guadalupe Oil Field, Oso Flaco Lake Natural Area, Tosco Buffer Area, Black Lake, Dune Lakes, an agricultural easement, and Pismo Dunes National Preserve. These interconnected lands are currently owned and managed by State and local agencies, and private landowners.
