The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no overall change in the status of respect for religious freedom during the period covered by this report; however, beginning in early spring of 2001, an armed conflict began between the Government and armed ethnic Albanian extremists. While religion has not been a focus of the conflict, both sides have occasionally targeted religious buildings due to the linkage between religion and ethnicity in the country. The law places some limits on religious practice by restricting the establishments of places of worship and restricting where contributions may be made. In 2000 both government policy and the generally amicable relationship among the various religious communities contributed to the free practice of religion. However, the religious communities often reflect an ethnic identity as well, and during 2001 societal tensions increased. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights.
