The Multiple Parallel Approach Program (MPAP) performed a real-time simulation to evaluate simultaneous Instrument Landing System approaches to three parallel runways spaced 4,000 ft and 5,300 ft apart. Air traffic controllers monitored traffic using a simulated Precision Runway Monitor (PRM) system, which consisted of Final Monitor Aid displays and a simulated radar update rate of 1.0 second. The MPAP test team introduced aircraft blunders to test the air traffic control system ability to maintain adequate separation between aircraft on final approaches during critical situations using the proposed runway configuration. The MPAP Technical Work Group (TWG) developed four criteria to evaluate the study: (1) the number of Test Criterion Violations relative to the total number of at-risk, non-responding blunders, and relative to a predetermined target level of safety of no more than one fatal accident per 25,000,000 approaches; (2) the frequency of No Transgression Zone entries and nuisance breakouts; (3) an evaluation of controller communications workload; and (4) an operational assessment from MPAP TWG members and participating controller and pilot technical observers. The results of the simulation passed all of the test criteria. The MPAP TWG therefore recommended the 4,000 and 5,300-ft triple approach procedure for approval in the operational environment, given similar controller and pilot training, when the PRM system is used.
