摘要

This report outlines the need for an enhanced methodology to reduce the number of traffic accidents and administer a smarter solution from traffic impact studies so to palliate the issue of sprawling in urban areas. The authors have demonstrated that such a methodology will provide this solution, by the implementation of a Cumulative Momentum Model (CMV) for intersection traffic management. This proposed CMV is designed to allow traffic at the intersection to negotiate the right of way. This proposed traffic system will assign priority to heavy vehicles such as buses, emergency vehicles and commercial trucks.
