Consistency Determination for Granting a Suspension of Production for Plains Exploration and Production Company's Bonito Unit (Pacific Outer Continental Shelf Leases OCS-P 0443, 0445, 0446, 0449, 0450, 0499, and 0500)

This consistency determination is submitted in compliance with section 307(c)(1) of the Coastal Zone Management Act (16 U.S.C. 1456(c)(1)), (CZMA) and the regulations promulgated thereunder. The proposed activity subject to this review is the granting by the Minerals Management Service of a suspension of production (SOP) request filed by the operator of the Bonito Unit under the provisions of the Outer Continental Shelf Lands Act (OCSLA), 43 U.S.C. 1334(a)(1). The applicant requests a suspension of 18 months, within which to conduct certain in-office activities that will result in the submission of revisions to the existing approved Point Arguello Development and Production Plans to conduct development activities for the Bonito Unit. No on the water activities are proposed to take place during the suspension. If production does occur after the suspension ends, Plains Exploration and Production (PXP) has indicated its intent to develop the Bonito Unit via extended reach drilling from Platform Hidalgo.
