Public Health Implications of Raising the Minimum Age of Legal Access to Tobacco Products.

In August 2013 FDA contracted with the Institute of Medicine (IOM) to convene a committee to: 1. Examine existing literature on tobacco use initiation, and 2. Use modeling and other methods, as appropriate, to predict the likely public health outcomes of raising the minimum age for purchase of tobacco products to 21 years and 25 years. The resulting IOM Committee on the Public Health Implications of Raising the Minimum Age for Purchasing Tobacco Products, assembled to address these issues, was composed of experts in public health law, the epidemiology of tobacco use and tobacco risks, adolescent and young adult development, risk behaviors and perceptions, public health policy and practice, and public policy modeling.
