Technical Support Project for Social Investment and Capacity Building in Equatorial Guinea: Monthly Report, June 2009

This is the fourteenth monthly report prepared in compliance with Task Order No. 2, which requires DAI to produce a Monthly Report. Such reports are meant to: Review the accomplishments of the program during the preceding month; Identify the issues that impact the work of the USAID Technical Support Project (USAID/TSP) and the Social Needs Fund (FDS or 'the Fund') of the Government of Republic of Equatorial Guinea (GREG); and Identify the probable activities to be carried out during the next month or two. With a total of 26 projects with financing approved by the FDS Administration Council, the USAID/TSP and FDS concentrated their work on improving and accelerating the implementation of first round projects already in execution, as well as priority second round projects. In May, the Executive Secretary presented the preliminary results of the Funds first round projects in implementation and the design and work plan details of the 26 recently-approved second round projects to the Equatoguinean Parliament. Based on the results and documents presented, the Parliament requested that the Executive Secretary return in September to present further results and documents illuminating the process of development and implementation of both first and second round projects. Taking advantage of this opportunity to gain political support to focus GREG partners on project implementation, the USAID/TSP helped the Executive Secretary identify short-term, achievable results from projects in execution, as well as tools for all FDS projects that will facilitate transparency and the flow of information that the Parliament may demand. These tools include accounting software, budget tracking systems, project results formatting, the use of project planning software and the development of an FDS institutional website that can be used as an information portal on the FDS and its projects.
