摘要

This report has the following objectives: (1) To estimate an unbiased, causal measure of the impact of advertising on enrollment by health plan; (2) To assess the interaction of report cards and advertising and their cumulative impact on market share; and (3) To test if advertising is associated with favorable selection by health plans.
