The Instruction reissues DoD 4140.21, August 23, 1968, to provide the policies and responsibilities for reporting, reviewing and validating Department of Defense Component war reserve requirements for items assigned to Integrated Materiel Managers. It supplements war reserve management policies prescribed in DoD Directive 4140.2 and DoD 4140.26-M.
