The conference was held as an outgrowth of the Ocean Policy Project established in 1972. The Project's objectives were: (1) to achieve a synthesis,as well as an analysis of ocean politics -the use of ocean space and its resources;and (2) to relate this synthesis and analysis to United States ocean policy options. The Panel Sessions compiled in this document include the following topics: (1) The Caracas Session in Review:Remarks on the Second Session of the Third Law of the Sea Conference; (2) The Role of Force in the Ocean; (3) Regional Approaches to Law of the Sea; (4) The North-South Split and the Law of the Sea Debate; (5) The Economics of the Law of the Sea Debate; (6) Ocean Rule-Making from a World Perspective; (7) Alternative Approaches to Order; (8) Geography and the LOS Debate; (9) Congress and a Law of the Sea Treaty;and (10) Future Prospects for Law of the Sea.
