The three-part report describes a model state program for control and prevention of water pollution from underground and surface mines, coal preparation and disposal areas. For each type of facility, the report describes a program to oversee site selection, pre-construction planning, operation, and post-operation control. Also delineated are the legal authority necessary for conducting an effective control program and the professional expertise required to implement such a program.
