State Technical Assistance Delivery and Coordination: The Experiences of Three States' Municipal Leagues, County Associations, Regional Councils, and Departments of Community Affairs

The Council of State Community Affairs Agencies (COSCAA) undertook a study to determine appropriate roles for State-level technical assistance providers in delivering this assistance to local jurisdictions. Specifically, the study was to focus on the roles of Departments of Community Affairs, State Municipal Leagues, State County Associations, and Regional Planning Agencies in delivering local assistance. What resulted are three models or procedural methodologies for delivering assistance through State mechanisms to local jurisdictions as well as the specification of workable roles for each of the participants.
