An attempt is made to put forward a rationale for legislative personnel management. The need for human resource management is discussed, an overview of past and current practices is presented, and some basic objectives and principles are outlined. The special conditions of legislative employment are noted, particularly in light of their impact on personnel management. Some basic personnel functions and policies are reviewed and state examples are cited.
