The principal objective of the report was to investigate the effect of product market regulation on the processes and outcomes of collective bargaining in the U.S. commercial airlines industry. The authors discuss the reasons for regulation; describe the markets served, the companies participating in various industry segments, and the kind of regulation to which they are subjected; and examine the structure, regulation and process of the airline labor relations system. Finally, an assessment is made of the direct and indirect effects of regulation on airline employment conditions. The authors' analysis suggests that the protective environment of government regulation has enabled the airline unions to bargain more favorable contracts than otherwise would be the case.
