摘要

In response to the intense pressures upon and conflicts within the coastal zone of the United States, Congress enacted the Coastal Zone Management Act (CZMA) of 1972. The Act authorized a new Federal program, administered by the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, to assist and encourage States to develop and implement comprehensive management programs for the resources of the coastal zone. The CZMA affirms a national interest in the effective management, beneficial use, protection, and development of coastal zone and provides matching grant programs towards these ends.
