The Impact of Rate Deregulation on Atlantic Coast Import/Export Rates

This report evaluates impact of Staggers Rail Act (SRA) of 1980 and Motor Carrier Act (MCA) of 1980, together with recent ICC decisions, on import/export rates to Atlantic ports in movement of grains, coal and general commodities, the latter defined as COFC/TOFC movements. Rate theory research of current interest is included, as well as import/export rates.
