Design of Encroachments on Flood Plains Using Risk Analysis

The manual provides procedures for determining the total expected cost (TEC) associated with design alternatives which encroach on floodplains. These costs which are the construction costs and risk costs are then used to compare design alternatives. The alternative which has the smallest TEC is identified as the least TEC or LTEC. The LTEC can then be used as a measure of the cost effectiveness of proposed alternatives. Methods are included for determining the following risk related costs: embankment damage due to overtopping of flood waters, traffic delay and detour costs, and backwater damage to buildings and crops.
