The interpretive guidelines provide guidance principally to State and Federal surveyors in the determination of the degree to which intermediate care facilities for the mentally retarded (ICF/MR) comply with Federal Standards for participation in the Medicaid program. These guidelines are also used by providers of ICF/MR services to aid them in understanding Federal regulatory expectations and requirements for compliance.
