摘要

The Ocean Policy Committee has maintained a continuing interest in the nature and effectiveness of U.S. programs of marine technical assistance and cooperation. In 1979 the committee established the Marine Technical Assistance Group to undertake four related tasks: (1) to assess the relationship between the objectives of marine technical assistance and cooperative programs and the means that have been developed to achieve them; (2) to project future U.S. policy objectives and future needs of developing countries for marine technical cooperation; (3) to assess U.S. capabilities to meet its objectives and fulfill the needs of developing countries, and (4) to recommend policies and mechanisms for future U.S. programs of marine technical assistance and cooperation. Marine science is closely tied to fisheries in many developing countries.
