This publication, the second of two volumes, is an appendix to the Federal Trade Commission's Report on the 'Residential Conservation Service' (RCS). The appendix reproduces Section 225 of the National Energy Conservation Policy Act (NECPA), which requires the Commission to review the residential energy conservation activities of public utilities and home heating suppliers initiated pursuant to the RCS program, established by NECPA. The appendix also contains a report prepared for the Bureau of Consumer Protection entitled 'Survey of Firms Offering Energy Audit Services' and a Bureau of Competition working paper entitled 'Competition and Utility Cross-Subsidization of Energy-Conservation Activities'. Additionally, the appendix contains summaries describing twenty-three conservation programs and a list of the people interviewed for this report.
