Competitive Assessment of the U.S.: Transformer Industry

The study of the transformer industry examines the future international competitiveness of power and distribution transformers used by electric utilities on transmission and distribution systems. The focus of the report is on power transformers 10,001 kilovolts and above. The study identifies several options which the United States Government might consider in order to support the competitiveness of the industry. They include: Active U.S. oversight of discriminatory one-way international trade practices, negotiations to obtain equivalent market access, and the establishment of countermeasures against countries that will not open their home markets. Eximbank could not only offer competitive rates at the proposal stage, but should also have the flexibility to quickly match more favorable terms and mixed credits, if offered by competitors. Potential mobilization supply problem areas could be identified and policies that will augment industry efforts to maintain the capability to satisfy essential defense and other national emergency requirements could be supported.
