Block Grants: Proposed Formulas for Substance Abuse, Mental Health Provide More Equity

On April 3, 1987, GAO testified before the Subcommittee on the distribution of Alcohol, Drug Abuse and Mental Health (ADAMH) block grant funds among states. At that time, they reported preliminary results for the substance abuse portion of the grant under the current formula.
