Personnel Practices: Use of Consultants and Experts in the Immediate Office of the Secretary, HHS (Health and Human Services)

This briefing report summarizes information on the use of consultants and experts by the Immediate Office of the Secretary (IOS), Department of Health and Human Services (HHS) during Margaret M. Heckler's tenure as Secretary (March 7, 1983, to December 13, 1985) and the extent that consultants and experts had been used throughout the Department during that same period. The following tasks were performed: a review was made of the official personnel folders of 29 of the 32 consultants and experts identified from the listing to determine the services they were to perform, the period or periods of service, and the previous employment of the consultants and experts; and HHS was asked to respond in writing to questions dealing with such matters as how HHS monitored the performance of IOS consultants and experts, products they produced, how time and attendance reports were certified, and total costs to the government of each of the IOS consultants and experts, including support costs.
