A post-occupancy evaluation (POE) program, properly organized and systematically practiced, can be a valuable tool for the building industry, especially in the public sector where agencies--federal, state, and local--build and operate many facilities for their own use. POE is the use of survey and other measurement methodologies to evaluate a building or facility once in use from the perspective of the occupants. Over the last few years, there has also been increasing concern about liability. Designers face litigation for malpractice, budget overruns, building failure, or faulty design decisions made during the development of a facility. As a consequence, insurance rates have risen as an onerous cost of doing business.
