State-Federal Relations in Nigerian Agriculture: Managing Agricultural Development in Africa

After examining the historical antecedents of local-state-federal relations in agricultural development, the paper presents an analytical normative model suggesting guidelines for assigning fiscal responsibilities for agricultural programs among tiers of government. It then examines empirical evidence against the background of the analytical model; isolates the critical issues in local-state-federal relations in Nigerian agriculture; and makes some recommendations that may guide local-state-federal relationships in agriculture in the future. The next section presents a brief sketch of historical antecedents, while the following section contains the analytical model of the criteria for assigning responsibilities for agriculture between state and federal governments. The paper then examines the empirical evidence, while the final section isolates the critical issues in local-state-federal relations in Nigerian agriculture. The paper is then summarized.
