Planning for Frequency Continuity in HF (High Frequency) Broadcasting

The Second Session of the High Frequency Broadcasting Conference held in Geneva, Switzerland, in February 1987, resolved there was a need for an improved system to plan for the radio frequencies allocated exclusively for the high frequency broadcasting service. The final acts of the conference represented a compromise between those who wished to revert to the broadcast notification procedure under Article 17 of the ITU's Radio Regulations and those who wanted a priority planning system for their broadcasting requirements. The IFRB was charged to implement and test the procedures adopted by the Conference and report the results of their studies to the next conference of HF broadcast planning.
