The report describes the factors affecting the job satisfaction and retention ofnurses at community and migrant health centers (C/MHCs), in light of the nursing shortage that existed at the time of the study. Literature reviews, the use of a questionnaire, and interviews with the staff at nine C/MCHS showed that (1) all types of nurses were generally satisfied with employment at C/MHCs, primarily because of the schedules, competitive salary and benefits, peer relationships, autonomy, and patient population at C/MHCs; (2) factors linked to job dissatisfaction included lack of space to provide patient care, the unsatisfactory quality and availability of equipment, and patients' lack of interest in their own health; and (3) nurses experienced conflicts between productivity requirements and their ability to provide adequate care, since productivity measurements calculated the number of patient encounters, regardless of the level of effort expended per encounter, and did not count non-face-to-face encounters such as the time spent on the telephone coordinating patient services.
