The meeting included 21 developing country key decision makers in government and industry and heads of major utilities, and 24 senior officials from bilateral and multilateral organizations. The consultative meeting was designed to build on a number of programs to promote efficiency as the centerpiece of a strategy for meeting rising power demand. These programs included the Electric Power Utility Efficiency Improvement Study (EPUES), a collaborative project sponsored by the World Bank, United Nations Development Program, and several bilateral organizations that researched utility performance in developing countries. The meeting recommended joint North-South initiatives that focus on reducing energy-related environmental degradation, mobilizing capital, and improving power sector performance.
