The consultative meeting was designed to build on a number of programs to promote efficiency as the centerpiece of a strategy for meeting rising power demand. These programs included the Electric Power Utility Efficiency Improvement Study (EPUES), a collaborative project sponsored by the World Bank, United Nations Development Program, and several bilateral organizations that researched utility performance in developing countries. The meeting recommended joint North-South initiatives that focus on reducing energy-related environmental degradation, mobilizing capital, and improving power sector performance.
