RESEARCH AND DEVELOPMENT FOR DOMESTIC IMPERATIVES:A DESIGN FOR DECISION

This relationship will be seen to favor R&D directed at problems of the physical sciences, especially as they pertain to space, defense, and atomic energy programs. The favored development of these areas baa significantly preempted research into arecas no as dependent on innovations in the physical sciences-those of civilian R&D.nBut much sore 1B required than mere firm resolve on the part of decision-makers to cove ahead in civilian R&D. R&D into complex social problems, as contrasted with physical science problems, has at present no established point of departure. A survey of the literature of commonly espoused decision-making approaches reveals a real deficiency in providing a basis for decision in these areas.
