The strategic nuclear posture of the United States is based on theoretical constructs formulated early in the nuclear era. Foreseeable changes, both political and technological, raise questions that lie outside this theoretical framework.nSeveral of these developments are pointed out, and the inadequacies of existing theory are illustrated. The extensions to present theory required to encompass the impending decisions or new questions in strategic theory are outlined.
