The present invention suggests an information theory-based question method and system for a goal-oriented dialogue system. According to the present invention, an information theory-based question provision system may comprise: an approximate answer generating unit which generates an approximate answer by approximating the generation of an answer to a question of an answer module constituting the goal-oriented dialogue system; an intention reasoning unit which infers an intention value that is the proximity of the question to a goal based on the answer of the answer module; and a question providing unit which provides a question generated based on the intention value to the answer module.;COPYRIGHT KIPO 2020
