This fissioning produces highly radioactive neutron absorbers that inhibit or poison the fission chain reaction. The fuel must therefore be periodically removed from the reactor and the valuable components recovered for recycling. Recycling the fuel includes its re¬moval, storage, packaging, shipping, unloading, disassembly, and reprocess¬ing. Each step in this series of operations requires the utmost care in order to restrict the release of hazardous liquid and gaseous effluents to the biosphere as well as to limit the exposure of employees in the nuclear industry to radioactive levels as low as practicable.
