The text, which describes adult literacy efforts nationwide, is divided into three sections: service, awareness, and partnerships. The $100 million federal program, matched by $200 million in state funds, is identified as the largest public provider of adult basic education and English as a second language (ESL) / bilingual instruction. Also described are community - based programs, volunteer programs, libraries, workplace training, corrections, military programs, and federal pilot programs. Attention is focused on the Adult Literacy Initiative (ALI) of the U.S. Department of Education, which has already provided impetus for federal pilot programs and has mounted a national computer literacy information system called LITLINE. A 3-year public service advertising campaign that alerts Americans to the problem of illiteracy via television and radio commercials as well as newspaper and magazine advertisements is discussed. The Coalition for Literacy, which promotes awareness of the problem of adult functional illiteracy, is examined, as is CONTACT, the Clearinghouse for the literacy awareness campaign.
