Foreign Affairs Funding: A Break in the Link Between Policy, Strategy, andResources

The conclusion of the Cold War required a review of each element of nationalpower. The foreign affairs budget came under intense Congressional review and was subject to reduced funding and congressionally mandated requirements prior to expenditure of select funds. This paper seeks to explore the present dilemma between the President's national security strategy of engagement and enlargement, Congress' attempts to reduce foreign affairs spending, and the Department of State's inability to define and quantify foreign security objectives.
