Since the spring of 1996, a small group of scientists and engineers, chartered by the Assistant Secretary of Defense for Command, Control, Communications and Intelligence (ASDC3I), have been diligently working to devise a new paradigm for how the national security agencies, CINCs and Services, and defense agencies will work together as a community to achieve information dominance.
