This monograph examines some of the doctrinal, procedural and technological basis for the future U.S. Army, to find whether concepts within the Force XXI/AAN designs may be applied to the Norwegian army. It compares and contrasts the two armies to create an image of the great differences that exist in application of military force in the two nations, and seeks to show areas where there are similarities. This monograph investigates whether Force XXI concepts are applicable to the Norwegian army. The monograph examines the differences in the two states' foreign policy, and their ability to pursuit their national interests. It goes on to show how these differences in power, between the only remaining superpower and a small Scandinavian nation, results in different policies for the use of military power, and how these differences in policies have influence on the militaries. The monograph discusses two initiatives that have been parts of different experiments, the Battle command concept, and the Combat Information Center. The monograph concludes that parts of the Force XXI concept may be applicable to the Norwegian self-defense forces, especially within the realm of Command and Control. It also recommends actions to be taken by the Norwegian Army to further benefit from the Force XXI and AAN initiatives of the U.S. Army.
