In order to reach the energy reduction and sustainability goals of the Executive Order 13123, and to minimize overall energy and water costs, the U.S Army Forces Command (FORSCOM) has embarked on a program to develop comprehensive 10-year Energy Management Plans for each of the 11 major FORSCOM installations. These plans will identify activities and projects critical to the installations reaching the Executive Order (E.O.) goals as well as help ensure a reliable and secure energy supply. Each FORSCOM installation will be responsible for developing a plan that is closely linked with the installation Master Plan. The Energy Management Plan will cover both demand side (efficiency) elements and supply side (commodity procurement), as well as energy/water security assessments and funding/financing resource requirements.
