Currently the civilian Managed Care Support Contractors (MCSC) that provide healthcare services to the military health system (MHS) are costing the government too much money. In October of 2000, the Surgeon General of the United States Army, Lieutenant General James Peake, mandated that all Army healthcare facilities 'must increase their productivity and utilize a business case analysis (BCA) process to determine how to best recapture workload from the MCSC's,' in order to save the government money. This study is an initiative that uses the BCA process in an effort to recapture orthopedics workload at Evans Army Community Hospital, Fort Carson, Colorado. This study demonstrates that by using the sound business practices of the BCA process, an initial investment of approximately $295,000 in personnel and resources to recapture orthopedics workload from the MCSC can save the government approximately $330,000 net in healthcare costs. LTG Peake used the results of this study in his testimony to members of the United States Senate on February 28, 2001. He said this study 'is as an example of how to optimize the productivity and utilization of military hospitals and clinics consistent with sound business practices'.
