This document discusses the status of individual protective equipment intended to protect our Armed Forces from chemical and biological attack. The best chemical and biological defense materiels cannot protect the forces if they are not adequately maintained, stored, or if the forces are not sufficiently trained in how to maintain and use the equipment. Much has changed in the Department and the world since 1994 when we began focusing on chemical and biological individual protective equipment.
