The end of the Cold War and the start of the Global War on Terrorism (GWOT) has dramatically altered the operational environment faced by each Combatant Commander (CCDR) throughout the world, especially in the United States Pacific Command (PACOM) Nothing highlights this new reality more than the humanitarian relief effort following the tsunami in Southeast Asia in December 2004. The U.S. Navy's role in Operation Unified Assistance, and the positive effect the operation had on the public's perception of the United States in Indonesia, has been one of the driving forces behind the re-thinking of the U.S. Navy's maritime strategy.
