The report describes the results of an electromagnetic experiment which compares measurements of scattering coefficient with non-coherent and coherent theories for two,two-dimensional,two-scale targets;one a good conductor (aluminum),and one a lossy dielectric (plaster). Included are (1) a detailed description of the construction of the two-scale scattering targets; (2) a description of the experimental 25GHz radar system used to make scattering coefficient measurements, (3) a statistical analysis of the roughness parameters of the surface; (4) the results of the scattering coefficient measurements for the VV,HH,VH and HV polarization states;and (5) a comparison of the measurements with scattering coefficient predictions of two-scale non-coherent and coherent backscattering theories.
