The Naval Air Depot (NADEP) at Cherry Point, NC, is a multi-purpose facility primarily responsible for the repair and maintenance of Navy/Marine Corps aircraft. This study is concerned with the economics and performance of the repair of damaged and worn jet engine turbine blades and vanes. The NADEP is in the early stages of what is roughly a 5-year, 3-phased Computer Integrated Manufacturing (CIM) effort to automate the repair function of the blades and vanes. Primary goals in automating this process include: 1) to increase the blade/vane repair rate of production throughput by at least an order of magnitude over what is achievable through current repair operations; 2) to ensure that the level of quality will remain as high or higher than current operations; and 3) to achieve the prior two at a substantial discount over what the blade repairs would cost commercially. This project presents financial and performance measurement aspects of industrial automation with respect to a military repair environment. The case study delves into specifics on how to establish performance parameters and compile them into an aggregate term. A scheme for basing implementation rate decisions is also developed. (edc)
