Under the UK's Petroleum Consolidation Act 1928, a filling station operator is required to hold a licence to store petroleum spirit. This licence is granted by a Petroleum Licensing Authority (PLA), usually the local authority or metropolitan fire and rescue services. Prior to 1992 most authorities based their licence conditions on the Home Office Model Code of Practice. However, in 1992, LACOTS (Local Authority Co-ordinating Body on Food and Trading Standards), in consultation with industry, developed its first model licence conditions, which were later modified in 1996. Most authorities adopted the model conditions of licence.
